In November, Connecticut voters will see an important question on our ballot: “Shall the Constitution of the State be amended to permit the General Assembly to allow each voter to vote by absentee ballot?”
By voting “yes” to this question, voting in Connecticut will become more accessible and inclusive for all eligible voters looking to make their voice heard. Let’s break it down.
What is the Absentee Ballot Question?
Right now, Connecticut is one of the few states that prevents most people from voting absentee. The absentee ballot question would not make an immediate change. Instead, it would allow the Connecticut General Assembly (our state legislature) to change the state Constitution to allow any registered voter to request an absentee ballot without needing to provide a reason. People who wanted to or were able to vote in person would still be able to do so.
The Path to the Ballot
This amendment is the result of extensive legislative efforts. Initially introduced as House Joint Resolution 58 in 2021, it passed through two consecutive legislatures to make it onto the ballot, with bipartisan support. Special recognition goes to the Government Administration and Elections (GAE) Committee leadership, including Senator Mae Flexer and Representative Matt Blumenthal, for their commitment and hard work in bringing this important issue to the voters. Now, Connecticut voters get to decide if we want to allow absentee voting in our state.

Voting “yes” will break down the barriers that keep many people from casting their ballot. Voting in person may be accessible for some, but not for all, especially those with health conditions, elderly people, and working people. Allowing voters to select the method that best meets their needs and schedules will make our democracy more inclusive.
Safe Elections
In most states, all registered voters have the option to vote by mail. Across the country, millions of voters cast absentee ballots by mail to vote in the days leading up to Election Day. These votes are securely recorded and counted, just like those cast in person.
Overcome Barriers with Practical Solutions
While not everyone faces long lines at the polls, some do, especially in Connecticut’s cities. Working people, parents, people with health conditions and disabilities, those without reliable transportation, and elderly people are often unable to wait in line. The opportunity to vote absentee cuts down on congestion at the polls that can discourage voters on Election Day. It's a sensible, practical solution that reduces pressure on polling places, making election days smoother for those who vote in person and providing an alternative for those who cannot.
